Sealed bids will be received by the Board of Supervisors of Newton County In Decatur, Mississippi until 10:00 A.M., on Thursday September 25, 2025, and shortly thereafter publicly opened at the Board Room of the Newton County Board of Supervisors located at 92 West Broad Street, Decatur, MS 39327, for the construction of Box Bridge and Approaches on 0.108 miles of Newton-Bethel Road, District Four, Newton County, Mississippi, also known as State Aid Project No. SAP-51(75).

The award, if made, will be made to the lowest qualified bidder on the basis of published quantities.

The Board of Supervisors hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement; minority business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Plans, Specifications, and Contract documents are on file at the Office of State Aid Road Construction, OSARC, at 412 E. Woodrow Wilson Avenue, Jackson, MS 39216 and can be viewed and obtained on line via the website of the County Engineer, Lawrence R. Clark, P.E. at www.clarkengineersprojects.com . By use of the website the plan holders shall have the option of obtaining a hard copy of the Plans and Specifications and/or shall have the opportunity to submit an official bid online.

All hard copy proposals shall be directed to the attention of The Newton County Board of Supervisors with the outside of the envelope marked "Project No. SAP-51(75) Bid Proposal for Bridge Replacement Project". The contractor shall indicate certificate of responsibility number on the outside of the envelope. Online bids shall be accepted and opened as instructed on the website and in the Contract Documents. Certified check or bid bond for five percent (5%) of the total bid, made payable to Newton County and the State of Mississippi must accompany each proposal.

Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal will not be considered in making the award.
