Jasper County, Mississippi has experienced damages due to a tornado event occurring on Sunday April 12th, 2020 resulting in widespread damage on county road right of ways and property. The vegetation and other debris resulting from this devastating tornado overwhelms the existing resources of the Board of Supervisors of Jasper County, (hereinafter referred to as “Board”).
Accordingly, the Board is seeking a qualified Contractor (hereinafter referred to as “Contractor”), to perform the scope of work addressed in this Request for Proposals (RFP). All proposals must be properly certified by the entity bidding for the work and signed by and officer, director or owner that has authority to bind and commit the Contractor to perform said work and services.
The Request for Proposal documents are on file and can be viewed and obtained online via the website of the County Engineer, Lawrence R. Clark, P.E. at www.clarkengineersprojects.com. By use of the website the plan holders shall have the option of obtaining hard copy of the RFP and/or shall have the opportunity to submit an official bid online.
All hard copy proposals shall be sealed proposals in an original and four (4) complete copies and shall be submitted not later than 9:00 a.m. CDT, June 24th, 2020, to the Board of Supervisors of Jasper County, MS, Jasper County Board Room, 27 E 8th Ave, Bay Springs, MS 39422. The outside of the envelope shall be marked “JSCBS-103-20ER Debris Cleanup”
Unless modified in writing by the Board, as set forth herein, a submitted proposal shall remain in full force and effect until the proposal is either rejected by the Board of, if accepted and awarded, until the contract work is fully completed with a certificate of completion being executed therewith.
Offers by telephone, telegram, email, or fax shall be rejected as non-responsive regardless of where they are received.
Contractor proposers are cautioned that they are responsible for the delivery of their proposal to the specific location cited above. Therefore, if the proposal is delivered by an express mail carrier or by any other means, it is the proposer’s responsibility to ensure delivery to the above address. This Board will not be responsible for deliveries made to any place other than the specified address.
It is the sole responsibility of the proposer to ensure that his or her proposal timely reaches the Board. The time and date for receipt of proposals will be scrupulously observed. Late deliveries or mail delays will be rejected as non-responsive regardless for the reason for delay.
The Board will meet at on or before the 26th day of June, 2020 to award the contract to the successful proposer. The Board may elect to interview proposers prior to this meeting time. All costs of preparation of a response to this response to request for proposals are solely those of the proposers. The Board assumes no responsibility whatsoever for any such costs incurred by a proposer. The proposer also agrees that the Board bears no responsibility for any costs associated with any administrative or judicial proceedings resulting from the solicitation process.
BOARD’S RIGHTS RESERVED
The Board reserves the right to accept or reject any or all proposals, with or without cause, to waive technicalities, or to accept the proposal which, in its sole judgment, best serves the interest of the Jasper County, or to award a contract to the next most qualified proposer if a successful proposer does not execute a contract within five (5) days after approval of the selection of the Board. The Board reserves the right, to cancel this solicitation at any time prior to approval of the award by the Board. The Board reserves the right to request clarification of information submitted and to request additional information from any or all proposer.
